Rex 84, short for Readiness Exercise 1984, was a plan by the United States federal government to test their ability to detain large numbers of American citizens in case of massive civil unrest or national emergency. Exercises similar to Rex 84 happen periodically. Plans for roundups of persons in the United States in times of crisis are constructed during periods of increased political repression such as the Palmer Raids and the McCarthy Era. For example, from 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list.
According to scholar Diana Reynolds:
The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan), [otherwise known as a continuity of government plan], indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.
The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial rule.
Existence of a master military contingency plan, "Garden Plot" and a similar earlier exercise, "Lantern Spike" were originally revealed by alternative journalist Ron Ridenhour, who summarized his findings in "Garden Plot and the New Action Army."
Rex 84 was mentioned during the Iran-Contra Hearings in 1987, and subsequently reported on by the Miami Herald on July 5th, 1987. A number of websites and alternative publications that span the political spectrum have hypothesized upon the basic material about Rex 84, and in many cases hyperbolized it into a form of urban legend or conspiracy theory. Nonetheless, the basic facts about Rex 84 and other contingency planning readiness exercises--and the potential threat they pose to civil liberties if fully implemented in a real operation--are taken seriously by scholars and civil liberties activists.

During his speech Friday in which the President argued for the gutting of the Geneva convention and the legal classification of torture, Bush made a strange comment about explosives and their placement in U.S. buildings. Was this a tacit admission of 9/11 controlled demolition?

Both Sunni and Shias Iraqis have accused the U.S. of being behind the bombing the al-Askari shrine in Samarra, one of the holiest Shia religious sites, in order to further incite sectarian violence between the two rival Islamic groups and provide a justification for the American surge.
Sunni Muslim leaders belonging to the Association of Muslim Scholars of Iraq have questioned how terrorists could get access to the site which has been heavily guarded by about 60 Federal Protection Service forces and 25 local Iraqi police and closed to the public since it was attacked last year in a bombing which many also believed to be the work of US forces.
In a statement on their website the group comments:
-After the government forces surrounded the area, the explosion of al-Hadi Mosque performed in Samarra as using the method done last year.
-One of the highlights of this terrorist act, many government snipers positioned on the surrounding roofs of buildings in the place from all directions.
-The doors of the shrine also closed and nobody was allowed to enter.
-The explosion took place this morning under two minarets in a very similar way like what happened to the golden dome more than a year ago, which implies the involvement of apparatus and forces of the Iraqi Government in this new crime.
-The group points out that last years bombing took place as groups in the Parliament were joining forces to end the US occupation of Iraq.
The latest bombing of the shrine comes one week after Iraq's House of Representatives passed a resolution giving parliament the final say on the extension the UN mandate for foreign troops in Iraq when it expires at the end of 2007.
Furthermore, as reported by the AP, a 30-member bloc loyal to Shiite cleric Muqtada al-Sadr suspended its membership in parliament in the wake of the bombing, saying they will stay away from the 275-seat house until the government takes "realistic" steps to rebuild the Askariya shrine.
The suspension is likely to weaken al-Maliki's Shiite-dominated government and delay the adoption of a series of laws needed to build national reconciliation to reduce violence in Iraq, the report suggests.
The Sunni sentiments that the puppet Iraqi government were behind the bombing were were echoed by Shia religious leader Ayatollah Sheikh Mohammed Ishaq of Najaf who accused US forces of being involved, stating that it was a crime of the "great Satan" engaged in the "criminal occupation of Iraq."
In addition, a senior al-Maliki adviser said policemen at the shrine were detained Wednesday and would be questioned as part of an investigation ordered by the prime minister.
The western media and US authorities have of course blamed the attack on "al-Qaida insurgents"
The 2006 bombing that shattered its famous Golden Dome and unleashed a wave of retaliatory sectarian violence that still bloodies Iraq. An indefinite curfew has been announced and violence is once again expected to be sparked.
Last year former CIA analyst and presidential advisor Ray McGovern went on record to state that he believed Western intelligence could have been behind the bombing of the shrine.
It makes absolutely no sense for Sunnis to bomb Shia mosques. It would be akin to Baptists bombing Catholic churches. Sectarian violence, dividing Iraqi society, does not serve Iraqis, either Sunni or Shia. It does, however, serve the occupation forces.
We have previously covered in depth the documented Pentagon programs to stoke violence and civil war in Iraq as a pretext to stay there and build permanent bases and dominate the region.
Just this week it was also revealed that the US is arming its own cadre of Sunni insurgents in Iraq.
False flag operations are covert operations conducted by governments, corporations, or other organizations, which are designed to appear as if they are being carried out by other entities. The name is derived from the military concept of flying false colors; that is, flying the flag of a country other than one's own. False flag operations are not limited to war and counter-insurgency operations, and have been used in peace-time; for example, during Italy's strategy of tension.
A strategy of tension (Italian: strategia della tensione) is a way to control and manipulate public opinion using fear, propaganda, disinformation, psychological warfare, agents provocateurs, as well as false flag terrorist actions (including bombings). According to historian Daniele Ganser, "It is a tactic which consists in committing bombings and attributing them to others. By the term 'tension' one refers to emotional tension, to what creates a sentiment of fear. By the term 'strategy' one refers to what feeds the fear of the people towards one particular group".
The term was coined in Italy during the trials that followed the 1970s and 1980s years of lead, during which terror attacks and assassinations committed by neofascist terrorists were committed. The terrorists were backed by the CIA and other Western intelligence agencies, the P2 masonic lodge and Operation Gladio, a NATO secret "stay-behind" army officially set up to perform guerilla and resistance activities. Unmonitored by civilian agencies, Gladio members began to pursue their own right-wing anti-communist agenda using violent means, which included false flag bombings, blamed on extra-parliamentary left-wing militant organizations.
The aim of these actions was to make the public believe that the bombings were committed by a communist insurgency, to promote the formation of an authoritarian government, and to prevent the strong Italian Communist Party from joining the ruling Democrazia Cristiana in a national unity government.
